Northern Gas Pipeline Development

Enbridge's long-term view of natural gas is very positive, as strong North American demand will drive further infrastructure development to connect new basins such as the Alaska North Slope, and the Mackenzie Delta. Enbridge is well positioned to participate in northern gas development and views northern pipeline development as a significant long-term opportunity - for the transportation of northern gas, and the transportation of associated liquids. In April 2004, Enbridge filed an application with the state of Alaska to negotiate commercial agreements for the construction and operation of the segment of Alaska Highway Pipeline project proposed to be built in the state.

Enbridge Advantages

Enbridge has some significant and unique advantages for northern development. Enbridge is the only pipeline company with regulatory, design, construction and operating experience in the North. The Norman Wells crude oil line, constructed in the early 1980s and operated by Enbridge, has resulted in solid working relationships with northern communities and other stakeholders.

More recently, Enbridge constructed a gas pipeline and distribution system for the town of Inuvik and owns 33 1/3% of the project together with partners AltaGas Services and the Inuvialuit Petroleum Corporation. This project successfully applied the buried pipeline, chilled gas concept, the purpose of which is to ensure minimal environmental impact. Though small, the project is significant in that it involves the first commercialization of Mackenzie Delta natural gas reserves and augments Enbridge's experience with construction of pipelines in permafrost conditions. It also provides a successful model for cooperation with local interests in the development of northern energy delivery infrastructure.

Enbridge also has good working relationships with producers, a strong track record for designing win/win arrangements, and experience in managing large projects.

Enbridge believes that it will be the producers who own the gas who will call the shots on the project or projects, in terms of timing and a decision to proceed. Although they have both the financial resources and the technical capability to do it all by themselves, Enbridge believes the producers are receptive to a consortium approach, including one or more pipeline companies, provided that the pipeline participant contributes useful ideas and adds value to the overall development process. Enbridge has and will continue to focus on what the producers are looking for, and work with them in the background in a supportive and collaborative way.

Communicating About Northern Pipelines

One way that Enbridge is telling its northern gas pipeline story is through CDs. The company has created a number of PowerPoint presentations which it has put on CDs in both PowerPoint format and as a narrated presentation that automatically advances the slides. These CDs have been shared with people and organizations throughout the Mackenzie Delta and Mackenzie Valley, and Alaska; with governments, regulatory agencies, and with industry.
