The Liquids Pipelines segment includes the operation of the company’s mainline crude oil and liquids pipeline system, and feeder pipelines in Canada and the United States.

The company’s wholly owned subsidiary Enbridge Pipelines Inc. owns and operates the Canadian portion of the Enbridge crude oil mainline, and operates the United States portion of the mainline—the Lakehead System. Enbridge Inc. has a 15.7% interest in Enbridge Energy Partners, L.P., which owns the Lakehead System.

The combination of the Enbridge System in Canada and the Lakehead System in the United States is the primary transporter of crude oil from Canada to the United States. It is the only pipeline that transports crude oil from Western Canada to Eastern Canada, serving all of the major refining centres in the province of Ontario as well as the Great Lakes region of the United States. The system consists of approximately 8000 kilometres (5,000 miles) of mainline pipe in Canada, and 5600 kilometres (3,500 miles) of mainline pipe in the United States. In 2006, the Enbridge liquids pipelines systems delivered approximately 2.2 million barrels per day.

Canadian Systems

Enbridge Pipelines Inc.

The Enbridge System is owned and operated by Enbridge Pipelines Inc. (wholly owned by Enbridge Inc.) and extends from Edmonton, Alberta, across the Canadian prairies to the U.S. border near Gretna, Manitoba. It continues from the U.S. border near Sarnia, Ontario, to Toronto, Ontario, and Montreal, Quebec, with lateral lines to Nanticoke, Ontario, and Niagara Falls, Ontario. Total length of pipeline right-of-way is approximately 2300 kilometres (1,400 miles). As a result of recent expansion programs, system capacity is approximately 2.2 million barrels per day. Effective October 1999, the section of pipeline from Montreal to Sarnia (Line 9) was operating in a fully-reversed-flow mode, transporting oil from east to west. Enbridge Pipelines is regulated by the National Energy Board (NEB), and since 1995 returns have been based on a negotiated Incentive Tolling Agreement.

Enbridge Pipelines (NW) Inc.

The Enbridge Pipelines (NW) Inc. System, which is owned and operated by Enbridge Pipelines Inc. (wholly owned by Enbridge Inc.) extends approximately 870 kilometres (540 miles) between Norman Wells, Northwest Territories, and Zama, Alberta. From Zama, crude oil is transported through the pipeline facilities of others to Edmonton for delivery to refineries in the Edmonton area or to the Enbridge system or other carriers for transportation to other Canadian or U.S. refineries. Enbridge (NW) is regulated by the NEB and is party to a negotiated settlement and throughput agreement with its main shipper.

Enbridge Pipelines (Athabasca) Inc.

The Athabasca Pipeline is owned by Enbridge Pipelines (Athabasca) Inc. (wholly owned by Enbridge Inc.). The 630-kilometre (390-mile) pipeline was completed in March 1999. It is designed to carry up to 570,000 barrels per day of crude oil from the Athabasca and Cold Lake regions of Alberta, south to Hardisty, Alberta. At Hardisty, crude can access the expanded Enbridge system. Enbridge Athabasca has entered into a 30-year transportation arrangement with Suncor Energy Inc., the initial shipper on the pipeline and has also contracted to ship for EnCana, Petro-Canada, the Surmont and Long Lake projects. The Athabasca Pipeline is regulated by the Alberta Energy and Utilities Board (AEUB). The Athabasca System also includes the Athabasca Terminal with 1.6 million barrels of receipt tankage.

Enbridge Saskatchewan System

The Enbridge Saskatchewan System, which is owned and operated by Enbridge Pipelines (Saskatchewan) Inc. (wholly owned by the Enbridge Income Fund), consists of approximately 330 kilometres (200 miles) of trunk line and 2000 kilometres (1,200 miles) of three separate gathering systems. Two of the gathering systems are located in southeastern Saskatchewan and one in southwestern Manitoba. The Provinces of Saskatchewan and Manitoba regulate the gathering systems, while the NEB regulates the trunk line on a complaint basis.

U.S. Systems

Enbridge Pipelines (Toledo) Inc.

The Enbridge Pipelines (Toledo) Inc. System is wholly owned and operated by Enbridge (U.S.) Inc. The pipeline connects to the Lakehead System at Stockbridge, Michigan, to two refineries in the Toledo, Ohio, area. This 56-kilometre (35-mile) pipeline has a capacity of 100,000 barrels per day in heavy crude oil service and became available for service in February 1999. The Enbridge Toledo System is a common carrier system whose tariff rates are regulated by FERC.

Spearhead Pipeline

The first Western Canadian crude oil was delivered through Enbridge’s 100% owned Spearhead Pipeline to Cushing, Oklahoma the beginning of March 2006. The 650-mile (1050-kilometre) 22-inch and 24-inch diameter Spearhead Pipeline historically operated in south-to-north service, but Enbridge bought the pipeline and reversed its flow to provide Canadian crude oil producers and shippers with access to markets in the Mid-Continent and southern United States. The pipeline has capacity, with additional power-up, of up to 190,000 barrels per day; a longer term looping program could add to that, with a first phase providing a further 100,000 barrels per day.

Frontier Pipeline Company

Enbridge has a 77.8% interest in the Frontier Pipeline Company, a Wyoming general partnership. The Frontier System consists of a 470-kilometre (290-mile) pipeline in Utah and Wyoming. The pipeline is partner-operated and has a capacity of 62,200 barrels per day. The system is a common carrier system whose tariff rates are regulated by FERC.

Mustang Pipe Line Partners

Enbridge has a 30% interest in Mustang Pipe Line Partners, a Delaware general partnership. The Mustang System is co-operated by Enbridge and a joint venture partner. It consists of 345 kilometres (215 miles) of pipeline with a capacity of 100,000 barrels per day. The Mustang System receives crude oil from the Lakehead System in the Chicago area and delivers to the Patoka, Illinois, area. The pipeline is a common carrier system whose tariff rates are regulated by FERC.

Chicap Pipe Line Company

Enbridge has a 22.8% interest in the Chicap Pipe Line Company. The Chicap System is partner-operated and consists of 330 kilometres (205 miles) of pipeline with a capacity of 360,000 barrels per day. The pipeline transports crude oil from the Patoka, Illinois, pipeline hub to the Chicago market area. The Chicap System is a common carrier system whose tariff rates are regulated by FERC.

Olympic Pipe Line

Olympic Pipe Line Company owns the largest refined products pipeline in the State of Washington, transporting approximately 290,000 barrels per day of gasoline, diesel and jet fuel from Blaine, Washington to Portland, Oregon. The system consists of 640 kilometres (400 miles) of 6-to-20-inch diameter pipe, a 500,000-barrel products terminal, 9 pumping stations and 21 delivery points or facilities. Enbridge has a 65% interest in Olympic.
