The Partnership's energy transportation and midstream systems include overland transportation and pipeline gathering, transmission, processing and treating businesses in the upper Midwest, Mid-Continent and Gulf Coast areas of the United States, with more than 23,000 kilometres (14,500 miles) of pipelines in 20 states. Enbridge Energy Management, L.L.C. is a publicly traded limited liability company that manages and controls the business and affairs of Enbridge Energy Partners, L.P.

Lakehead System

The Partnership owns the Lakehead System, the U.S. portion of Enbridge's mainline crude oil, condensate and liquids pipeline system that is operationally integrated with the Canadian pipeline system and affiliate, Enbridge Pipelines Inc. Together, these systems span a distance of approximately 5,300 kilometres (3,300 miles) across North America, 3,000 kilometres (1,900 miles) of that in the United States. Today, the combined systems are among the largest and most sophisticated transportation pipelines in the world.

The Lakehead System reliably transports up to 59 different grades of crude oil condensate and natural gas liquids to refineries throughout the Upper Midwest of the United States and Eastern Canada and receives revenues from common carrier tariff rates regulated by the Federal Energy Regulatory Commission (FERC). The Lakehead System extends from the Canada/U.S. border near Neche, North Dakota, to Superior, Wisconsin, where it splits into two branches. One branch travels through the upper Great Lakes region and the other though the lower Great Lakes region of the Unites States. Both branches re-enter Canada near Marysville, Michigan.

In 2006, the Lakehead System delivered 1.5 million barrels per day on average through 5,600 kilometres (3,500 miles) of mainline pipeline in a network that includes 62 breakout and storage tanks holding up to 11 million barrels of oil. The combined systems transport approximately two-thirds of Western Canadian crude oil production to major refinery centres in the Great Lakes region of the United States and to Eastern Canada.

North Dakota System

The Partnership acquired Enbridge Pipelines (North Dakota) L.L.C. in May 2001 from Enbridge. The North Dakota System transports crude oil from Montana, North Dakota and Western Canadian oil fields. Operational for more than 40 years, this system delivers to the one refinery in North Dakota and interconnects to the Lakehead System at Clearbrook, Minnesota. In 2006 the system delivered approximately 92,000 barrels per day. An additional 30,000 barrels per day of capacity is expected to be added by the end of 2007.

The pipeline consists of approximately 1,000 kilometres (620 miles) of trunk line and 530 kilometres (330 miles) of gathering line, extending from northeastern Montana across North Dakota to Clearbrook.

In August 1996, the North Dakota System and Enbridge Pipelines (Saskatchewan) were connected at the Canada/U.S. border near Lignite, North Dakota. This connection enables Canadian shippers in the Saskatchewan area to have access to the North Dakota System. The interstate common carrier pipeline operations of the North Dakota System are subject to rate regulation by FERC.

Mid-Continent Liquids System

The 770-kilometre (480-mile) Mid-Continent Liquids System, which includes the Ozark and West Tulsa pipelines, serves refineries in the U.S. Mid-Continent from the Cushing pipeline hub in central Oklahoma. The system transported approximately 244,000 barrels per day of crude oil in 2006. The system also includes 97 storage tanks with crude oil storage capacity of 12.8 million barrels - an additional 11 tanks are being added, which will bring total storage capacity to 16.7 million barrels by the end of 2007.

Mid-Continent and Gulf Coast Natural Gas Systems

The Partnership is the leading provider of natural gas and liquids transportation, gathering, processing and marketing services, in the Gulf Coast and Mid-Continent regions of the United States. The Partnership operates more than 14,200 kilometres (8,500 miles) of gathering pipelines, nine treating plants and 17 active processing plants. Treating facilities have a combined capacity exceeding 850 million cubic feet per day, while combined capacity of the processing facilities is 950 million cubic feet per day.

Through these systems, the Partnership provides transportation services to end-users, natural gas producers and other pipeline companies, while also offering value-added natural gas marketing, processing and treating services. In connection with these activities, the Partnership acquires and constructs pipelines to supply natural gas directly to industrial and municipal end users to gather natural gas at the wellhead for producers.

Other

Dufour Petroleum, L.P. is a marketing and transportation company based in Petal, Mississippi. Dufour provides marketing and transportation services for natural gas liquids, crude oil, carbon dioxide and various other petroleum products and chemicals. Dufour operates a fleet of approximately 125 trucks, 150 trailers and 60 pressurized railcars, and 5.6 million barrels of storage facilities. Services customers located throughout Texas, Oklahoma, Arkansas, Louisiana, Mississippi, Alabama, Florida, Georgia, and the Carolinas. Dufour also offers product treating services and in excess of 400,000 gallons of NGL storage.
