What facilities are you planning to construct?The Stonefell Project terminal is to consist of two 150,000-barrel incoming supply tanks and four product tanks and to be constructed adjacent to the BA upgrader. Terminal equipment will also include incoming and outgoing custody transfer metering, blending pumps and outgoing product booster pumps. Pipelines are also part of the Stonefell Project, to provide the Heartland Upgrader with access to crude oil feedstocks and a means to ship upgraded products:
Pending customer agreements, some of these facilities have yet to be finalized, including the receipt and delivery pipelines and laterals. The terminal and laterals facilities are to be remotely operated from the Enbridge Control Centre in Edmonton. Why is Enbridge building the Stonefell Project?Enbridge Athabasca has proposed the Stonefell Project because crude oil and petroleum products pipelining, together with the provision of terminaling and tankage services, comprises our primary business. In addition, this project is part of our commitment to developing value-added solutions for the Alberta energy industry. We believe that the development of additional upgrading capacity in Alberta is an important part of the overall resource and market development planning mix that will create maximum value for oil sands producers and for the province. This will in turn provide the best opportunity for us to expand our pipeline and terminaling services business both within the oil sands region and further downstream. What is the timing of the Stonefell Project?These Enbridge Pipelines (Athabasca) Inc. facilities are scheduled to be in service by March 2008. What is the project cost?Enbridge Pipelines (Athabasca) Inc. will spend about $90 million to provide terminaling and pipeline services to BA Energy's Heartland Upgrader under development in the Astotin Heavy Industrial Area in Strathcona County near Fort Saskatchewan. What is the Heartland Upgrader?The Heartland Upgrader currently being constructed by BA Energy will utilize new proprietarytechnology to upgrade raw oil sands bitumen and extra-heavy western Canadian crude oils into a high value feedstock of medium or light blends to suit the North American refinery market. The primary feedstock for the Upgrader will be bitumen blend delivered by pipeline. After recovery of pipeline diluent, which can be recycled to the Alberta market, the bitumen will be processed. The resulting synthetic crude oil will be shipped by pipeline to refinery markets. Gas and gas liquids will be delivered to local markets. We are currently conducting a Participant Involvement Program for the Stonefell Project, which provides opportunities for stakeholder input and participation. The intent of the Participant Involvement Program is to respond to questions and concerns, discuss options, alternatives and mitigating measures, and seek cooperation among all stakeholders. Enbridge Athabasca will engage affected or interested stakeholders on an ongoing basis throughout all phases of the Stonefell Project. How can I become involved in the Stonefell Project public participation program?The Stonefell Project invites public input and participation. Anyone wishing further information or to become involved in the consultation process can call our toll-free telephone line (1-866-647-2044) and leave a message. We will respond promptly to all inquiries. In many communities, neighbours meet with EUB representatives and area oil and gas companies in "synergy groups" to discuss and learn more about local issues. The EUB strongly encourages the public to participate in these local groups. If you would like to join or form a synergy group, you can contact your nearest EUB Field Centre. How do I get on a list for a job or a contract on the Stonefell Project?Contractors can call our toll-free telephone line (1-866-647-2044) and request a Contractor Information Form, which can be completed and returned. Your information and type of contract interest will be put on record with the project construction contractor. Individuals interested in employment can visit the Careers page on our website and monitor job openings with industrial construction firms. Jobs may be advertised when a prime construction contractor is chosen for the Stonefell Project. Will this be a union job?The job is expected to have both union and non-union opportunities. Our construction contractors will also be engaging with local communities in an effort to provide local employment opportunities. What is the Voluntary Purchase Program?The Voluntary Purchase Program (VPP) was initiated by the Alberta Industrial Heartland Association and several local industry companies in 2004 to find fair and practical ways to address concerns about the cumulative impact of industrial activity and development in the Industrial Heartland. The VPP is an independently administered fund with money from industry, municipalities, and the province. Alberta Industrial Heartland area homeowners can apply to have their home purchased through the VPP at fair market value if they feel industry is affecting their property. Why is Enbridge pausing construction activities at the Stonefell Terminal?Enbridge is only delaying construction of the BA facilities while BA Energy determines the future at Stonefell. Why is the future of the BA facilities at Stonefell unclear?We are currently in discussions with BA Energy to determine their future plans, but you will need to speak to BA Energy about any details relating to their future plans. Will the BA slowdown leave this terminal site rusting and unfinished? For how long?We are working for and with our customer, BA Energy, to ensure site safety and security will be maintained during the construction delay, including the preservation of the partially completed facilities. Enbridge will ensure any commitments to suppliers, stakeholders or regulators are resolved. Are you going to abandon the Stonefell Terminal?No. We hope to see BA Energy participate in the Stonefell Terminal in the future. For specific details of further plans please contact BA Energy. How much more work is required to finish the facilities for BA Energy at the Stonefell Terminal?To complete the facilities for BA Energy at the Stonefell Terminal would take approximately 10 months of additional work. Are you delaying it down because it is over budget?No. As per our new agreement, BA Energy has provided Enbridge with financing to cover all costs of the project to date, including completion of the tanks. |
