Sturgeon Delivery System

Enbridge Athabasca has been developing the Fort Hills Pipeline Project to provide pipeline transportation services for the proposed Fort Hills Oil Sands Project mine and upgrader. Our customer, Fort Hills Energy L.P. (FHELP) is the proponent of the Fort Hills Oil Sands Project, with Petro-Canada Oil Sands Inc. the contract operator and lead developer.

Enbridge Athabasca applied to the Energy Resources Conservation Board (ERCB) at the end of June 2008 to construct and operate the Sturgeon Delivery System and the Fort Hills Delivery System, the two proposed pipeline systems that comprise our Project. Since then, we have been working closely with affected landowners, area residents and other interested parties along the proposed right of way, as well as with First Nations and Métis communities in proximity to the proposed pipeline.

Project Status

In November 2008, FHELP deferred the final investment decision on the Fort Hills Mine and put the Sturgeon Upgrader on hold due to cost pressures, lower crude oil prices and uncertainty in the financial markets. As these challenges are now expected to continue through 2009, FHELP asked Enbridge Athabasca to slow down the pipeline development.

In support of this request, Enbridge Athabasca asked the ERCB to place the Project applications on hold, pending more favourable economic conditions. The ERCB agreed and will retain our applications in their system until March 31, 2010.

We continue to welcome stakeholders’ feedback through our ongoing Participant Involvement Program.
