Project TimelineDetailed engineering studies, route evaluations and environmental studies began in 2005, as did the Participant Involvement Program, which began in July 2005 and will continue throughout the project. On December 22, 2005, Enbridge Athabasca filed its application with the Alberta Energy and Utilities Board (EUB) seeking regulatory approval to construct and operate the Waupisoo pipeline system and associated facilities. Subsequent to the filing of the EUB application at the end of 2005, Enbridge Athabasca continued to work on refinements to the project design and scope. The company updated its EUB application in April 2006 with an amendment that included a partial re-routing of the Waupisoo Pipeline to the Stonefell Terminal site. This re-route also resulted in a shifting of the proposed location of the third Waupisoo pump station onto the Stonefell Terminal property. In addition, the amendment notified the EUB that Enbridge Athabasca had decided to postpone the Project's diluent pipeline. A further update to the EUB in August 2006 advised the regulator of several minor re-routes implemented to resolve landowner/occupant concerns, and overviewed the project’s status. The Waupisoo Project Conservation and Reclamation (C&R) Plan was submitted to Alberta Environment in January 2006. The C&R Plan assessed the project from an environmental perspective, with specific studies conducted for soils and terrain, vegetation, wildlife, fisheries and heritage resources. The plan identifies the main environmental protection principles and mitigation measures to be implemented during construction. An updated Waupisoo C&R plan reflecting the project scope changes since the original submission was filed in August 2006. Pipeline ApprovedThe Waupisoo Pipeline received its major regulatory approvals from the Alberta Energy and Utilities Board (EUB) on February 20, 2007 and from Alberta Environment on March 5, 2007. These regulatory approvals enables us to move ahead with construction of this vital piece of new infrastructure needed to transport growing volumes of oil sands crude to market. Project Construction UpdateWaupisoo pipeline construction is currently underway. The line is scheduled to be operational by mid-2008. |
