Participant Involvement Program

Enbridge Athabasca conducted a Participant Involvement Program in connection with the construction of the Waupisoo Pipeline. This program was designed to provide the opportunity for input and participation by local communities, landowners, Aboriginal interests and other stakeholders. Enbridge Athabasca engaged affected or interested parties on an ongoing basis through all initial phases of the Waupisoo Pipeline project and will continue to communicate with stakeholders through construction to commissioning and operations.

Enbridge Athabasca representatives have visited landowners and occupants along the proposed pipeline right-of-way since the project began. Community meetings were also held in 2005 near the proposed pipeline route. The first round of open houses took place in July and August, and the second in November. Open houses were held in Fort McMurray, Grassland, Radway, Bruderheim and Sherwood Park. Those attending the Waupisoo open houses and meetings had the opportunity to look over various displays and maps describing the project and the preliminary pipeline route, and discuss issues of interest with the Enbridge Athabasca experts on hand. In all, over 300 people participated in the open houses and other meetings.

Regular meetings with local authorities, other government agencies and relevant industry associations were also held as part of the Participant Involvement Program.

Meetings and presentations about the Waupisoo Pipeline have included the First Nations and Métis communities located in the project area, including Chipewyan Prairie Dene First Nation, Fort McMurray First Nation #468, Beaver Lake Cree Nation, and Heart Lake First Nation. Waupisoo project representatives also participated in a multi-project open house at Anzac.

Details of the stakeholder engagement program are documented in Enbridge Athabasca’s EUB application.
