U.S. Army Corps of Engineers approves Line 5 Wisconsin relocation permit
October 30, 2025
The Initial Proffered Permit provided by the U.S. Army Corps of Engineers is a major project milestone for Enbridge, and an important step in a permitting process that began more than five years ago.
A decision in the challenge to state permits is expected before the end of the year. State permits were issued last fall when the Wisconsin Department of Natural Resources (DNR) confirmed any project construction impacts will be temporary and isolated, have no measurable effect on water quality, and will not violate water quality standards.
We’re confident state permits will soon be confirmed. Once that occurs, Enbridge expects the U.S. Army Corps of Engineers’ Proffered Permit to be signed and finalized, allowing construction to move forward.
Enbridge submitted permit applications to state and federal regulators in early 2020 for the Line 5 Wisconsin Segment Relocation Project to build a new 41-mile segment of pipeline around the Bad River Reservation. Line 5 is critical energy infrastructure, serving 10 refineries and propane production facilities—providing raw materials to meet the energy needs of millions of people in the Midwest and Great Lakes Region.
